Travelers visiting Japan may be in for a shock.

The country’s tax-free shopping system will soon change to something entirely new. Starting November 1, 2026, international visitors will need to follow a new process to receive tax-free shopping refunds on eligible purchases.

This replaces the familiar system in which qualifying goods are often sold without the consumption tax at the register. Rather than benefiting from a lower price immediately, shoppers will need to complete a few required steps before receiving the applicable consumption tax refund.

Here’s everything you need to know about the changes and what it means for travelers visiting Japan.

How Japan’s New Tax-Free Shopping Process Works

Under Japan’s existing system, eligible foreign visitors can purchase qualifying goods at participating retailers without paying Japan’s consumption tax at the point of sale. The standard consumption tax rate is 10%, though certain goods, including food and beverages, can be subject to a lower rate.

All a visitor needed to do was provide their passport at checkout, and the merchant would provide a tax-free shopping discount. Now, that’s about to change entirely.

Beginning November 1, 2026, Japan is moving to a new refund-based system. Instead of automatically receiving a tax exemption at checkout, eligible shoppers will pay the tax-inclusive price. They will then be able to claim a refund when leaving Japan, after purchases have been verified as eligible for tax-free treatment.

Japan’s government says the new process is designed to strengthen oversight of tax-free purchases and help prevent travelers from abusing the system. Under the revised rules, purchases must meet applicable eligibility requirements, and travelers must follow new procedures to obtain refunds.

Hot Tip:

Take a look at our in-depth guide on the best ways to fly to Japan using points and miles.

What Travelers Can Do To Save Money

For travelers, this is a major change. However, the switch to a refund-based system does not necessarily mean that shopping in Japan will become more expensive for eligible visitors in the long run.

Instead, it merely changes when shoppers receive their savings. Still, travelers should take a few practical steps to avoid any surprises.

First, make sure to build the tax-inclusive price into your shopping budget. If you plan to make several large purchases — whether it be a camera, designer clothing, or Pokémon cards — you will need to cover the additional tax upfront. This could make a difference for travelers working with a tight travel budget or using a credit card with a limited available balance.

Second, it will be more important than ever to keep purchase documentation organized. Travelers should save receipts and follow instructions provided by participating retailers.

Third, leave enough time for the departure procedures. If your refund depends on customs verification or other required checks, arrive at the airport earlier than usual.

These changes will definitely have an impact on travelers, including me. I have visited Japan 5 times in the last 2 years and have spent over ¥3.1 million ($20,000) on eligible tax-free shopping across those trips. Not getting the proper paperwork under the new system could mean missing out on a significant refund.

The process has been quite straightforward in the past, though I expect it will not be nearly as simple as Japan hopes after the change. With Japan receiving record numbers of tourists, departing from Japan will undoubtedly become more complex.

Final Thoughts

Japan is overhauling its tax-free shopping system beginning on November 1, 2026. The good news is that eligible visitors will still be able to benefit from savings.

Travelers visiting Japan in the future will need to pay closer attention to how refunds work to ensure they receive the savings they expect. The smartest approach will be to budget for the full tax-inclusive price, keep receipts and purchases organized, avoid using eligible goods before leaving Japan, and arrive at the airport with enough time to complete the refund process.

These small steps could make the difference between receiving the tax refund you expected and losing out on savings after an otherwise successful shopping trip.
