If you don’t have an SSN, the most important factor to consider when choosing a credit card is whether the application accepts an ITIN. Many financial institutions, including American Express, Chase, Capital One, and Citi, allow you to open a credit card without an SSN if you have an ITIN.

For U.S. citizens, your taxpayer ID number is your Social Security number. But if you’re not a U.S. citizen and have an Individual Taxpayer Identification Number, you can use that to apply with institutions that accept it. If you don’t have an established U.S. credit file, some issuers, including American Express and Chase, may allow you to use international credit history to qualify.
